Democratic presidential candidate Hillary Clinton proposes a clean energy plan that she says will create millions of jobs and spur billions of dollars in public and private investment. PERI's Heidi Garrett-Peltier looks at economic research -- specifically the American Recovery and Reinvestment Act of 2009 -- to provide insights on the potential of government-led industrial policy to promote clean energy and create jobs.
