COVID Debt and the Tax Paradigm

In an article for International Development Economics Associates, PERI’s Jayati Ghosh and co-author C. P. Chandrasekhar address the increase in public debt due to COVID-19 and the reality that a large portion of future tax revenues will need to service that debt. They argue that these taxes need to come from the rich, because the poor and middle-class will have been hurt most by the pandemic.
