Boyce, Director of PERI's program on Economics for the Developing World, says, "Delhi [should] adopt the policy to control the explosive growth in the number of automobiles along the lines of the policies that have been adopted in Singapore, and now in Beijing, and several other cities in China. They put a cap on the number of auto license plates, and they auction them off. So the limited supply is auctioned among people who want to have a license plate to enable them to drive in the city."
